Use the extracts and your knowledge of economics to evaluate whether the UK government should take more action to improve dental health in the UK. (25 marks)

  - **Argument: on the one hand, the government should take more action to solve any possible market failure in dental care**
  - **Diagram: positive externalities in consumption**
  - **Evaluation: however, there is a risk of government failure e.g. market distortions (and other issues like opportunity cost)**
- **Paragraph 2**
  - **Argument: on the other hand, the government should leave dental care to the free market as the price mechanism is more effective at solving problems like excess demand**
  - **Diagram: excess demand**
  - **Evaluation: however, the free market only allocates goods and services to those who are willing and able to pay**
